Password problem in Starter Edition startup?

Hi.

I just bought the starter edition and am trying to set it up to access my Citibank account. After I enter my Citibank user name and password, I am prompted to "Change Assigned Password." The area for the "new" password allows space for four characters, yet no matter what combination of characters I enter, it says "Password is invalid." Can anyone help me get past this screen?

I imagine this is a very dumb question that has been answered elsewhere. If so, I apologize. I have searched and not found it.
